Islamic Parties report budget cut by authorities

Sulaimaniyah, April 25 (AKnews) – Two opposition Islamic parties in Kurdistan have complained that their parties' budgets have been cut by the authorities amid rising tensions between the ruling parties and opposition groups.

The complaints were raised after a local magazine Living Press said they had information that the budgets of the two Islamic parties; the Kuridstan Islamic Union (KIU) and the Kurdistan Islamic group (KIG) had been cut. According to the magazine, the government cut the budgets of these opposition forces under pressure from the ruling parties.

Earlier, another opposition group - Gorran - said that their budget had been suspended for the past two months.

"Our budget has been cut," the KIU politburo's Mohammed Faraj told AKnews.

"Today, without any justification, they refused to give us this month's budget which is 450 million Iraqi Dinars (around US$370,000)".

Andul-Sattar Majid from the KIG politburo however told AKnews that they would have to wait until the end of this month to ascertain whether their budget had been stopped.

AKnews contacted the Kurdistan Regional Government (KRG)'s Secretary of the Council of Ministers, Mohammed Qaradaghi, for an explanation, but he said he was not aware that the budgets of the two parties had been stopped.

"You had better contact the ministry of finance," he said.

The undersecretary of the KRG Finance Ministry Rashid Tahir, however, only returned the ball into the Council of Ministers' court by saying, "You better ask the Council of Ministers".

In 2010, the parliament of the Kuridstan Region passed the 2010 budget law under which a temporary sum of IQD90 billion (US$75 million) was allocated to the budgets of the political parties and organizations until the political parties budget law is ratified.

The parties' budget law has yet to be discussed by parliament.

Under the 2010 budget law, the KIU which has eight seats in the 111-seat Kurdish parliament receives IQD450 m (about USUS$370,000), and the KIG with four seats receives IQD350m (US$ 290,000).

Gorran with 25 seats in parliament received, before the authorities cut their budget, IQD580m (about US$480,000) while the Patriotic Union of Kurdistan (PUK) led by the Iraqi president Jalal Talabani which has 29 seats receives about US$4 million. The budget of the Kurdistan Democratic Party (KDP) is unknown.

Some small groups like the Kurdistan Communist Party which has only one seat in parliament receive the same allocation as Gorran.

Erbil to host first annual cargo and logistics exhibition

Erbil, April 24 (AKnews) - Erbil is scheduled to host the first annual airport expansion, cargo and logistics conference and exhibition beginning on Wednesday. The two-day conference and exhibition will provide networking and business development opportunities for up to 250 delegates from companies working in the aviation, airports, cargo and logistics sectors, who are keen to tap into the lucrative Iraqi market. The Director of Erbil International Exhibition Ground Aref Latif, told AKnews that 50 leading companies from 15 countries across the world will participate in the fair which was expected to be opened on Tuesday but was postponed until Wednesday due to late arrival of some of the companies. In a press release, Arabian Reach, a Dubai-based company specializing in exhibitions and event management across the region, said that already 1,200 businessmen from Iraq, Turkey, Jordan, UAE, Germany, Iraq, Britain, New Zealand, Egypt, Lebanon, France, South Korea, Switzerland, Uruguay, the US, Iran and Kuwait have registered to attend the event. Half of the registered visitors represent companies from the aviation and airports sector, while the rest are from the cargo and logistics sectors. Visitors from the UAE alone comprise 35% of the total number of those pre-registered. The company has also reported that leading companies from over 33 countries across the world will be participating in the event. Among the key participating companies are Boeing Middle East, Etihad Airways, Modern Freight, Agility and Cavotec Middle East. Starlight Airlines, the largest international air freight service provider based in Sharjah, UAE, will be the presidential sponsor and associate host for the event. Mateen Express Cargo, a leading UAE-based air cargo company specialized in Iraq for in and outbound shipments will also be a golden sponsor of the event. The conference and exhibition will feature security solutions, ground support equipment, supplies, airport revenue management, design and build, technology, air traffic management, operations, training and recruitment and also cargo and logistics service providers. Directors and CEOs of all the Iraqi airports are expected to be present at the conference and exhibition. "Iraq's aviation industry is on a path of revitalized growth, and it is envisaged that more than US$150 billion worth of airport and logistics infrastructure related projects are under consideration in Iraq," the press release from the general manager of Arabian Reach, Raj Menon, reads. Peshmarga minister warns Islamic groups of "decisive" stand

Sulaimaniyah, April 25 (AKnews) – The Kurdistan Region's Minster of Peshmarga (Kurdish defense forces) Affairs has warned Islamic groups it will take a "decisive stand", accusing them of accommodating extremist militants.

The minister's warning came in a statement to AKnews in which he refuted media reports of tanks stationed in the city of Halabja to quell the protests in the city where the Islamic groups enjoy popularity.

The Peshmarga Minister Jaafar Sheikh Mustafa accused the Islamic parties; the Kurdistan Islamic Group (KIG) and the Kurdistan Islamic Union (KIU) of being "saboteurs and uncivilized".

Sheikh Jaafar said some 50 militants from the outlawed Ansar al-Islam have crept down from the mountains to Halabja city over the past two days, and "it is likely that some of them have entered the headquarters of the KIG and KIU".

"We have not deployed any tanks to Halabja city" he told AKnews, "often, wood-burning stove pipes and (civilian) vehicles become artillery and tanks for them (the two Islamic parties)" Mustafa said cynically.

"If they are so afraid, then what is all this hype calling for complete government dissolution about?" Mustafa said, accusing the opposition forces of inciting the public to rise against the government.

"We have not stationed tanks there, but we will if it's necessary this time, because this time will be decisive with the Islamic parties."

A member of the protesters' committee in Halabja however, who declined to be named for security reasons, told AKnews that they had been hiding for fear of a "huge force" deployed to Halabja who were "hunting down the protesters".

"According to our information, those forces are supported by tanks and have been stationed in several spots in Halabja. People have seen them with their own eyes" he said.

Halabja has witnessed violent protests with dozens of demonstrators injured. Two police officers have been killed in the clashes there.

The protesters, who took to the streets in Sulaimaniyah province in late February, were first protesting against, corruption, nepotism, and called for political reforms, however, as the wave of protests became violent, they began demanding the complete dissolution of the Kurdistan government.

A member of the KIU politburo Samir Salim described Mustafa's "tone" in his dialogue with the Islamists as "language brought up by civil war".

"Our history testifies that we have remained apart from terror and violence," Salim said, "…we have always supported dialogue to resolve issues".

Undersecretary to the KIG, Abdul-Sattar Majid told AKnews that the Peshmarga Minister was wrong to "accuse the Islamists of accommodating Ansar al-Islam militants to justify the mobilization of forces in Sulaimaniyah province."
 
"… It is an unfounded and filthy lie," he said, "We don't (accommodate) or have any connection with the Ansar al-Islam. In the past, we have paid for the stories made up against us," he continued referring to a 2003 air attack by the US forces on the KIG headquarters that left dozens killed and injured.


In a previous statement, the Peshmarga Minister had told AKnews that the forces – who he said were Peshmarga forces - in Halabja were there to protect the lives of citizens and that they would stay until the safety of people was ensured.

So far, 10 people, including two police officers, have been killed and over 600 others injured in the protests in Sulaimaniyah province.

The protests witnessed another surge of violence last week when security forces and protesters clashed in the city leaving around 200 injured.

Folowing the protests, the security committee banned all unlicensed demonstrations in Sulaimaniyah and said it would clamp down on any such rallies.

The protests in Kuridstan have tensed relations between the opposition forces and the authorities over the past two months prompting a number of clerics, intellectuals and politicians to call for the situation to be resolved.

گرتیگەی ئەحداس 117 گیراوی ئافرەت و نەوجەوانی تێدایە كە تەنیا 57یان بەپێی دادگە سزا دراون، بەڵام 59یان چاوەڕوانیی بڕیاری دادگەن ئاخۆ ئازاد دەكرێن یان دادگە بڕیاری تاوانباربوونیان دەدات.

بەڕێوەبەری گرتیگەكە، موئەیەد حەمەدئەمین، تا "ڕادەیەكی باش" لە مسۆگەركردنی مافەكانی گیراوان ڕازییە بەڵام پێی وایە دەیانتوانی مافی زیاتر بۆ گیراوەكان دابین بكەن ئەگەر شوێنی گونجاویان هەبوایە و توانای زیاتریان لەبەر دەست بووایە.

بەڕێوەبەری گرتیگە لەمبارەیەوە باس لە دوو "كێشە" دەكات كە بوونەتە ڕێگر لەبەردەم كردنەوەی خوێندنی ئامادەیی "یەكەم نەبوونی شوێنی گونجاو، لەگەڵ ئەوەی كە تەنیا دوو كەس هەن كە خوێندنی پۆلی سێیان تەواو كردووە و پێویستییان بەوەیە ئامادەیی بخوێنن"

كردنەوەی خوێندنی ئامادەییش بۆ"تەنیا دوو كەس كارێكی ئەستەمە" حەمەدئەمین وا گوت.

گیراوەكان لەبارەی خزمەتگوزارییە پزیشكییەكانیش گلەیی ئەوەیان هەبوو كە ئەو دەرمانانەی لە گرتیگەدا دەست دەكەون هیچ دەرمانی چارەسەری نین، بەڵكو ئازارشكێنن. هەروەها پێویستییان بە پزیشكی چاو هەیە كە تا ئێستە نییانە. بێجگە لەوەی پزیشك هەفتەی یەك ڕۆژ لە گرتیگەن و ڕۆژانی تر نایەن.

بەڕێوەبەری گیرتیگەش ئەوە دووپات دەكاتەوە كە دەرمانیان بەپێی پێویست نییە و ئەوان پێویستییان بە بنكەیەكی تەندروستیی تەواو هەیە كە دەرمانی چارەسەریی تێدا بێ بۆ گیراوەكان. "جاری واهەبووە جۆرە دەرمانێكمان نەبووە و لەدەرەوە دابینمان كردووە یان كڕیومانە بۆیان. ئەگەر ڕۆژێك زیندانییەك پێویستیی بە نەشتەرگەری هەبووبێت لە دەرەوە بۆمان ئەنجام داوە و خۆمان پێویستییەكانمان دابین كردووە وەكو پەیداكردنی خوێن"

توێژەرێكی تری كۆمەڵایەتی لە گرتیگەی ئەحداس كوردستان زرار باس لە چەن كێشەیەكی تری گیراوەكان دەكات وەكو پێویستیی هەبوونی پزیشكی ئافرەتان كە هەموو ڕۆژێك لە گرتیگە هەبن و دەوامی ئیشكگرییان هەبێت.

یەكێكی تر لە كێشەكان كە گیراوەكان گلەییان لێ هەبوو ئەوەیە خواردنەكان، هەرچەندە بە بڕوای ئەوان خواردنی باشن، درەنگ درەنگ دەگۆڕێن. بەپێی سیستەمی گرتیگە وەرزانە ئەو خشتەیەی خواردن دەگۆڕێن بۆیەش گرتییەكان لەوەی كە هەموو هەفتەیەك هەمان جۆر خواردن دەخۆن بێزار دەبن.

هاوكات ڕاگراوەكانیش پێیان وایە فایلی ڕاگیراوەكان زیاد لە پێویست دوا دەكەوێت جاری وا هەیە چەند مانگێكی پێ دەچێت تا بڕیار دەردەچێت كە بێتاوانن و بەر بدرێن، یان حوكم بدرێن.

لەمبارەیەوە بەڕێوەبەری گرتیگەی ئەحداس پێی وایە ئەوان هەرچی لەدەستیان بێت بۆ ڕاگیراوەكان كردوویانە و بەردان یان گرتنی هیچ كەسێكیش لە ئەستۆی ئەواندا نییە و بەرپرسیارێتیی دادگەیە.

ئەو بەڕێوەبەر گوتی كە هەموو ڕۆژێك نووسراو دەكەن بۆ سەرپەرشتیاری دادوەری و ئاگەداریان دەكەنەوە لەو دۆخانەی ماوەی ڕاگیرانیان زۆرە.

"ئەگەر لە دادگە بریارمان بۆ نەیەت كە یەكێك بەر بدەین ئێمە ناتوانین بەری بدەین" ئەو بەڕێوەبەرە وای گوت.

لەبارەی هۆكاری دواكەوتنی فایلی ڕاگیراوەكان، گوتەبێژی ئەنجوومەنی دادوەریی هەرێم دادوەر عەبدولباست عەبدوڵا فەرهادی بە (ئاكانیوز)ی ڕاگەیاند كە چەندان هۆكار هەن بۆ دوا كەوتنی یەكلاییبوونەوەی فایلی ئەو ڕاگیراوانە لەوانە دواخستنی دادگە لەلایەن كەسی دادخواز، بەهەڵە پێدانی زانیاری لەلایەن شكاتكارەوە، یان دیارنەبوونی شایەت.

"هەندێ جار هەیە شاهید دوای ڕاگیرانی كەسێك شوێنی دیار نییە ئێمە لە ڕێگەی موختاری گەڕەكەكانەوە هەتا دەیدۆزینەوە كاتێكی زۆری دەوێ، یان ئەو كەسە زانیاریی هەڵەی لەبارەی شوێنی خۆی داوە تا ئەگەر شایەتییەكەی بەدرۆ دەرچوو نەگیرێت " فەرهادی وای گوت.

هەروەها گوتی جاری وا هەیە كەسی شكاتكار دادگە دوا دەخات یان خۆی ناچێتە دادگە تا ئەو كەسەی ڕاگیراوە زیاتر لە گرتیگە بمێنێتەوە. جاری واش هەیە ئەو كەسەی ڕاگیراوە لەلایەن كەسی شكاتكارەوە زانیاریی هەڵە بە دادگە دراوە، لەم حاڵەتەشدا ئەگەر ئەو كەسە ڕاگیراوە دوای دەركەوتنی بێتاوانی داوای قەرەبوو بكات بەپێی یاسایەكی نوێی هەرێم كە لە 2011 دارەچووە ئەوا دادگە قەرەبوی بۆ وەردەگیرێ.

قەرەبووكردنەوەكەش لەسەر بنەمای لێكدانەوەی كات و داهات و زیانە ماددی و مەعنەوییەكان دەبێت.

هەندێك جار هەیە كەسێك بۆ ماوەی 8 مانگە لە گرتیگەدا ڕاگیراوە و كاتێكیش دادگە بریار دەدات فەرمانی گرتنی شەش مانگی بۆدەردەچێت كە لەم حاڵەتەدا كەسی ڕاگیراو دوو مانگیشی زیاتر لە ژووەروە بووە.

لەمبارەیەوە دادوەر فەرهادی بە (ئاكانیوز)ی گوت لەم حاڵەتە دادگە بەرپرسیارە لە قەرەبووكردنەوەی ئەگەر لە كاتی دەركردنی بڕیاری گرتنی كەسی ڕاگیراو ئەو كەسە لەو ماوەیە زیاتر مابێتەوە. قەرەبووكردنەوەكەش بەپێی لێكۆڵینەوەی لێژنەیەك دەبێت كە كۆی زیانەكانی ئەو ماوەیەی زیاد لە گرتیگە بووە لێك دەداتەوە.

بەڵام ئەگەر دوای دەركردنی بڕیاری دادگە و ئەو كەسە ڕاگیراوە بێتاوان دەرچوو و دەركەوت بە هۆی تۆمەتی هەڵبەستراوەوە بووە ئەوا ئەو كاتە كەسی ڕاگیراو بۆی هەیە شكات تۆمار بكات و داوای قەرەبوو لەو كەسە بكات كە بە گرتنی داوە.
